Position Summary:

The International Trade & Compliance Specialist is responsible for handling complex international trade compliance situations with oversight and guidance from senior staff. Responsibilities include coordination with staff that performs transaction processing and transaction due diligence, complex troubleshooting, assisting with training and procedure writing, and management of ITC recordkeeping systems.

Essential Duties and Responsibilities:

  • Administer the company site export and import compliance programs, including acting as corporate liaison or contact.
  • Stay current with local, regional, and corporate trade compliance regulations; report changes that may impact the trade compliance program.
  • Provide advice for product, destination, or re-export license determination and technology screening.
  • Performs transactional due diligence for external visitors (vendors, contractors, etc.)
  • Prepare and analyze transactions for which due diligence indicates potential risk.
  • Prepare complex license or permit applications, ATA Carnets, and other international business documents for review and approval by an ITC manager. Assist in managing government authorizations throughout their life cycle.
  • Work pro-actively with departments to prevent trade disruptions.
  • Coordinates with internal and external customers on license statuses.
  • Resolves Trade Compliance issues, ensuring approval of a license to support business needs.
  • Review customer's specs and ensure that all our specs are up to date.
  • Work with engineering to determine EAR/ECCN/ITAR classification for new products.
  • Perform calculations for preferential treatment under Free Trade Agreements.
  • Place and release the export hold on transactions.
  • Analyze contracts and identify trade compliance issues.
  • Performs document control activities, including review and release of document revisions, ensuring accurate documentation is managed and tracked.
  • Partners with Engineering to ensure product manufacturing and product design documentation is current and refreshed.
  • Monitor and manage ITC recordkeeping.
  • Assist site leadership with analysis of export and import regulations and tracking of changes.
  • Prepare and provide annual Trade Compliance training to company employees.
  • Maintain trade compliance repository and records to ensure consistency and standardization.
  • Prepare and verify export shipping documentation for ad-hoc and other non-routine shipments.
  • Process and validate non-routine import shipping documentation.
  • Troubleshoot, track and trace domestic and international shipments, coordinate shipments with freight forwarders and customs brokers, and with customers or suppliers.
  • Perform other related duties as directed.
  • Participate in Training as directed.
  • Domestic and international travel required; up to 10%.

Job Knowledge, Skills, and Abilities:

  • Current familiarity with the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) including anti-boycott regulations, sanctions administered by the Office of Foreign Assets Control (OFAC), Customs Regulations (CR), and the Foreign Trade Regulations (FTR).
  • Familiarity with national customs requirements, export licensing, economic sanctions and arms embargos, re-export, and retransfer requirements under the U.S.
  • Familiar with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), U.S. sanctions administered by the Office of Foreign Assets Control (OFAC), and U.S. anti-boycott regulations.
  • Strong computer skills including the ability to research orders and prepare reports in Enterprise Resource Planning (ERP) or Manufacturing Resource Planning (MRP) information systems
  • Ability to perform spreadsheet calculations, and quickly learn new software tools.
  • Strong verbal and written communication skills, including the ability to prepare business letters and complete forms.
  • Strong attention to detail and ability to maintain rigorous accuracy/quality standards.
  • Capable of working with little day-to-day instruction on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors.
  • Ability to work calmly under pressure and with frequent interruptions.
  • Strong analytical skills. Must be data-driven and have computer skills in word processing, spreadsheets, databases, and interaction with customer portals.
  • Ability to work independently and resolve practical problems.

Qualifications & Experience:

  • BA or BS degree in Business Administration, Law, or related discipline required.
  • A minimum of 5 years of experience with export and/or import regulatory compliance and with international business transactions and shipping documents.
  •  Additional professional-level experience may substitute for the degree, as appropriate.
  • At least 2 years of experience working with business, customer, or supplier contracts and program milestones.
  • At least two years of experience working with ITC information systems or platforms.
  • Experience with the OCR EASE ITC information system.
  • To conform with US export regulations and ITAR 120.15 and EAR Part 772, incumbents for this role should be eligible for any required authorizations from the US government.
