Compliance Site Operations Program Manager

Location: Any US City
Job Type: Direct Hire

The Compliance Site Operations Program manager is responsible for ensuring corporate specific export control procedures and policies are followed. Program manager will ensure company site follows all corporate policies, export laws, regulations and controls locally and globally. This position will serve as site expert and technical resource for all export control matters related to international trade export, import/customs, and other related regulations involving global trade, and will provide strategic, operational and transactional level support, direction and guidance for all matters involving International trade. Employee will be an expert in all ITAR/EAR Licensing and act as a subject matter expert to the organization.

  • Provide support, direction, guidance for all export controls for specified corporate sites.
  • Enact and execute site export control programs.
  • Develop programs and procedures to ensure site wide compliance with all applicable laws
  • Interact with government agencies. (DOD, Department of State, Department of Commerce, Customs etc)
  • Determines in collaboration with site business leadership and corporate leadership internal policy, process, and procedures for site export control.
  • Mentor site employees on best practices in Export Compliance.
  • Work cross-functionally across site to ensure processes and procedures are followed from a compliance stand-point.
  • Provide site wide export control training to all employees, customers and contractors.
  • Act as Subject matter expert in ITAR (International Traffic in Arms Regulations) to internal and external customers.
  • Develop robust local export control program in conjunction with corporate trade leadership, and execute at a local government.
  • Represent Export / Import Operations in meetings and discussions with internal customers and U.S. Government personnel.

Essential Duties and Responsibilities:

  • Generating, maintaining and monitoring U.S. Government export/import licenses, agreements, permits, certifications, technology release authorizations, commodity jurisdiction determinations
  • Responsible for review and approval of requests for the site export and/or import of controlled goods and information
  • Represent Export / Import Operations in meetings and discussions with internal customers and U.S. Government personnel.
  • Assist in implementation of company procedures and instructions to support compliance with U.S. Government export/import regulations and company policy
  • Prepare reports and presentations
  • Track, status, and provide reports and metrics associated with export / import activities
  • Manage and maintain export / import files and records in accordance with U.S. Government export/import regulations and company policies
  • Manage hardware custodians and notify the licensing coordinator or manager when the designated hardware custodian changes.
  • Support Site export/import compliance activities (e.g. self-assessments, internal and external audits)
  • Track site employees performing activities authorized under the consent agreement and ensure those employees have reviewed and acknowledge in writing the Export Control Plan
  • Gather and ensure the accuracy of information from potential foreign licensees in conjunction with Contracts, Supply Chain Management, Business Development and / or Program Management
  • Provide Export Compliance and operational support and management of key corporate wide, regional and local projects/strategic initiatives
  • Participate in proactive export compliance self-assessments and audits of external compliance service providers.
  • Monitor changes in relevant governmental trade regulations and legislation; recommend changes to Corporate Policy, process and procedures.

Knowledge, Skills, and/or Abilities Required:

  • Expert knowledge in areas dealing export controls regulations.
  • Expert in ITAR and EAR regulations.
  • Strong experience in Categories 5,6,7 and 12.
  • Previous experience in dealing with and satisfying government inquires highly desired.
  • Able to interact positively and communicate at various levels within the organization and externally.
  • Able to develop and implement key strategies and goals.
  • Able to think strategically and tactically.
  • Able to identify areas of risk/concern in area of responsibility.
  • Able to constructively work under stress and pressure when faced with high workloads and deadlines
  • Able to make sound and timely business decisions.
  • Able to apply accurate business knowledge in identifying and solving problems.
  • Ability to work independently and self-directed
  • Excellent communication skills (verbal, written and presentation)
  • Possesses strong leadership skills with a willingness to lead, create new ideas, and be assertive.
  • Able to serve as a resource to others in the resolution of complex problems and issues.

Education/Vocational/Previous Experience:

  • University degree plus minimum 7+ years of relevant experience.
  • Advanced degree and certification preferred.
  • Significant experience dealing with Export Control
  • Program/Project Management Experience.
  • Experience in High Technology, Defense, Aerospace
  • Previous experience in a similar capacity for a high tech/defense firm with large volumes and licensing agreements.

Strong leadership skills required. Extensive experience with U.S. Customs Regulations, U.S. Export Regulations (EAR) and Foreign Trade Regulations (FTR), OFAC, etc.; Canada Border Services Agency; EU, etc.
