Export Controls Manager
Summary:
The Export Controls Manager is responsible for direct oversight of the Export
Administrators and backup Administrators at site-specific business units
(“SBU”s) within the larger Consolidated Business Unit (“CBU”). This position may
also be responsible for the export administrative duties at one or more SBUs.
This position oversees and coordinates all aspects of export compliance
surrounding the client’s products including, without limitation, adherence to
applicable U.S. and non-U.S. laws and regulations pertaining to international
trade, as well as, insuring compliance with the client’s polices. The Manager
will directly interface with Corporate International Trade Compliance (“CITC”)
and internal and external customers on matters pertaining to export regulations.
CBU Essential Duties and Responsibilities:
- Develop and maintain CBU & SBU level policies and procedures for use
across the sites within the CBU driving toward standardization and LEAN
processes and procedures. These policies and procedures need to align and
support corporate-level policies and procedures.
- In support of ensuring a strong understanding of the business related to
export compliance at each SBU within the CBU and in supporting the SBUs
export administrators this position will at a minimum visit all physical
sites two (2) times per year. Additional, travel maybe required to align
with the objectives and responsibilities of this CBU position.
- Develop and administer, export-related training for the SBUs within the
CBU as appropriate to align with CITC training requirement and programs.
Working with Human Resources Department ensure training records are
maintained.
- Builds a strong team across the CBU that supports both the CBU and the
SBU business needs and aligns with employee career development and
succession planning for this key position, as well as, meeting the CITC
minimum training requirements.
- Provides support and escalation path to all Export Administrators within
the CBU
- Reviews all high risk transactionsResolves escalated denied party
screening hits
- Performs auditing and/or verification of SBU compliance procedures,
training records, annual self-assessments, and ACE EEI filings
- Submits to CITC all CITC required reports and compliance certifications
for all SBUs within the CBU
- Works with the Environmental Instruments Group Customs Compliance
Manager to ensure both Customs and Export policies, procedures and processes
are aligned for a complete overall trade compliance program.
- Participates in acquisition due diligence of new SBUs within the CBU as
requested and ensures successful integration of new SBUs.
SBU Essential Duties and Responsibilities:
- Ensure day-to-day monitoring of all exports of the business unit
- Maintain procedures for export controls in compliance with corporate and
CBU policies and procedures
- Ensure the export classification of each item that may be exported is
current
- Review technology classifications
- Review and approve:
- Foreign visitor requests
- International travel authorizations
- Public release of papers and presentations
- Exports of technology, including deemed exports
- Ensures correct export classifications in the SBUs MRP system
- Review sales orders daily to ensure that proposed transactions are
screened for Denied Persons and Entities, restricted end use and diversion
- Conduct periodic audits of ACE EEI entries
- Interact effectively with multiple functional areas including
management, supply chain, shipping, engineering, finance, and IT Conduct
required and as needed export controls training of personnel, including
appropriate training of new hires
- Conduct functional department export controls training
- Maintain required export documentation according to U.S. law and
Corporate CITC policies and document retention policies
- Work with the client SBUs located outside of the U.S.A to support LEAN
export controls processes
- Identify, investigate, and review compliance aspects of any export
activity with the client’s Corporate International Trade Compliance group
(CITC)
- Will be required to perform other duties as requested, directed or
assigned.
Education and Experience:
- Bachelor’s degree or equivalent experience in export compliance
- Minimum five (5) years of directly related export compliance experience
- Knowledge of U.S. export controls regulations required
- Knowledge of U.S. Customs regulations desired
- Experience in the implementation and maintenance of a compliance program
including training, policies, guidelines and procedures
- U.S. citizenship or lawful permanent resident status is required
- The successful candidate must demonstrate competency in the following
areas: International trade compliance, Incoterms, Export Administration
Regulations (Title 15, Code of Federal Regulations), product classification
(HTS/Schedule B and ECCN). Knowledge of export regulations in countries
other than the USA desirable.

Supervisory Responsibilities:
- No direct-line supervisor responsibilities
- Dotted-line oversight of SBU export and backup export administrators
Training Requirements:
Physical Demands:
- Prolonged periods of time on computer
- Some travel required – 20%
- Work Environment:
- Usual office working conditions free of disagreeable elements
- Minimal production environment
