Trade Compliance Manager

Overview:

Management and oversight responsibility for the Company’s global trade compliance activities, involving export controls, licensing (State and Commerce), screening processes and related systems to ensure compliance with applicable laws and regulations, including those administered by BIS, OFAC, ITAR, DSS and DOD.

Responsibilities:

  • Management and oversight responsibility for the Company’s global trade compliance activities, involving export controls, licensing (State and Commerce), screening processes and related systems to ensure compliance with applicable laws and regulations, including those administered by BIS, OFAC, ITAR, DSS and DOD.
  • Develop policies and processes that effectively marry legal and other business requirements (i.e. FAA and EASA) with business objectives.
  • Should be well versed in the conduct of audits, internal reviews and investigations and the development of corrective actions.
  • Proficiency with export/import laws, regulations and licensing.
  • Ability to effectively interface with representatives of government agencies regarding subpoenas, requests for information, and the preparation of various disclosures, licensing applications, commodity jurisdiction requests, requests for advisory opinions and other similar matters. The ability to communicate clearly and effectively, both in writing and orally, is a key requirement for this position.
  • Manage the development and implementation of company and department policy, procedures, guidelines and instructions to support compliance with export/import regulations and Company policies
  • Partner with customers and suppliers as needed to determine the export compliance requirements of third party technical data and software
  • Implement and manage Technology Control Plans
  • Develop procedure to educate and guide internal customers on information requirements for license and agreement applications.
  • Manage the company compliance training program and develop training for specific departments and programs
  • Provide guidance on day-to-day compliance matters regarding export compliance.
  • Develop process improvements, review, and approve export/import jurisdiction and classification assessments in accordance with export control regulations and Export Control Reform initiatives
  • Perform as Empowered Official (EO) per the International Traffic in Arms Regulations (ITAR).
  • Manage and mentor Trade Compliance Specialist in day-to-day export/import activities and assignments
  • Manage compliance with Conflict Minerals due diligence and disclosure requirements under the Dodd–Frank Wall Street Reform and Consumer Protection Act

Qualifications:

  • Minimum of 10+ years of prior export/import control compliance experience and responsibility for managing licensing, agreements, cross-department compliance procedure development, and company compliance program improvement
  • Education – BA or equivalent experience. MBA or JD a plus
  • Previous experience as an Empowered Official
  • U.S. Government contract and Foreign Military Sales (FMS) programs experience desired
  • Prior experience in manufacturing and internationally based business operations.
  • Experience in the aerospace industry or with aircraft operations preferred.
  • An extensive working knowledge of ITAR, OFAC and EAR Regulations, EU Trade Regulations and all aspects of trade regulations and U.S. customs laws and regulations
  • Experience completing export jurisdiction and classification assessments for services, software, technology, and products
  • Eligible to obtain a U.S. DoD Secret Clearance
  • Computer literacy, including proficiency in Microsoft Office applications, D-Trade, and Adobe Professional
  • Able to collaborate with people from a variety of areas of operation and at different locations and levels within the company
  • Capable of thinking strategically and integrating export approval requirements with the company’s diverse domestic and international business objectives
  • Ability to influence people to make improvements and become a trusted business partner
